The California Professional Municipal Clerk Program elevates leadership through immersive, conference-style learning experiences. Every course is taught by experienced municipal practitioners—including city attorneys, city clerks, records professionals, and other government experts—bringing real-world insight directly into the classroom. Sessions are always held in person in a collaborative conference-room environment that moves beyond traditional lectures, emphasizing hands-on learning, practical problem-solving, and meaningful peer engagement for today’s governance professionals.
Networking
A hallmark of the California Professional Municipal Clerk Program is the opportunity to build lasting professional relationships. Participants share meals together throughout the program, attend a hosted reception, and celebrate their accomplishments at a formal graduation ceremony. These moments create space for meaningful networking, peer learning, and collaboration among municipal professionals from across California—strengthening the community of practice that supports effective and transparent local government.
Elevating Professional Education Through Academic Excellence
PROGRAM CURRICULUM
The CPMC curriculum consists of four sessions designed to increase the skills and abilities of a municipal clerk to function as a significant contributor to their organizational team with expertise specific to clerk functions and responsibilities and an emphasis on California-specific policy. This allows participants to create a post-session action plan focused on their specific agency’s needs and structure. Course designs allow individuals to build on their personal and professional experience and are appropriate for individuals whether new to the field or a seasoned professional.
Sessions are numbered 100 to 400 for administrative purposes only and may be taken in any order. There are no prerequisites for attendance. Each session is a 30-hour training held at the University of California Riverside starting Monday afternoon and concluding at Noon on Friday. A participant must attend all classes and complete assignments to receive credit for completion.
